Organizing Part-Time College Instructors – Writing on the Wall?

This story describes the efforts of OPSEU to organize part-time college instructors.  They claim to have collected enough membership cards to be entitled to a vote.  Trouble is, the Ontario Labour Relations Act exclude part-time college instructors.   What justification do you think the government has presented to explain that exclusions?  Do you agree with the exclusion?   What do you think of the Ontario Liberal government’s stated intention to change the law?
